UC's Philo Testifies at NYS Senate Hearing


Cybersecurity, Cyber Attacks Topics of Hearing

Utica, NY (11/19/2013) - Raymond Philo, director of research operations and Economic Crime Institute (ECI) at Utica College, gave testimony at the public hearing, “Cybersecurity: Defending New York from Cyber Attacks.”

A member of the New Hartford Police Department for 30 years, Philo was promoted to chief in 1993. Currently, he oversees the research projects for the ECI of Utica College and the Center for Identity Management and Information Protection (CIMIP). Philo earned his bachelor’s degree from UC and his master’s degree in political science/public administration from Marist College.

At the hearing, Philo offered insight into several cybersecurity issues that affect New York State. These included New York State’s need for cybersecutity training that addresses prevention and response, the need to enhance New York State’s world-class Homeland Security Training Facility in Oneida County and Utica College’s well-suited opportunity to join with officials, experts and first responders to develop a cyber security training program.

The New York State Standing Committees on Banks, Insurance, Veterans, Homeland Security and Military Affairs; Commerce, Economic Development and Small Business; Crime Victims, Crime and Correction; and the NYS Senate Select Committee on Science, Technology, Incubation and Entrepreneurship joined together to produce the hearing.

The hearing took place on Nov. 18 at noon at the Griffiss Institute in Rome.
