UC Announces Structural Changes


Brown Named VP of Strategic Initiatives; Halliday Adds Grad Duties

Brown to focus on online, corporate, new opportunities for UC

Utica, NY (12/28/2010) - Todd S. Hutton, president of Utica College, recently announced several organizational changes.

James C. Brown, who previously served as assistant vice president and dean of Graduate and Extended Studies, has taken on a new role as vice president for strategic initiatives. As such, Brown will primarily focus on support services for online programs and corporate programs, and will also explore new initiatives and entrepreneurial opportunities. He will work closely with Provost Judith Kirkpatrick and will continue to serve on the provost’s cabinet.

A member of Utica College’s class of 1988, Brown returned to UC in 2005 as the assistant vice president of marketing and communications. In 2009 he was promoted to the interim assistant vice president of academic affairs in the School of Graduate and Extended Studies. Brown’s experience includes over a decade in Oneida County government, serving as STOP-DWI program administrator, chief deputy of operations in the sheriff’s office, and director of operations for the 2001 Empire State Games. He then became director of public relations at Herkimer County Community College. Brown holds a master’s degree in public administration from Sage Graduate School in Albany, and a doctor of education degree from the University of Phoenix. He is serving as chair of the transition team for Oneida County Sheriff-elect Robert Maciol, who takes office Jan.1.

In addition, Associate Provost Robert Halliday will take on the additional role of dean of Graduate and Extended Studies. He will work closely with Provost Judith Kirkpatrick and the deans of the schools of Arts and Sciences, Health Professions and Education, and Business and Justice Studies, to support online as well as ground-based graduate programs.

Halliday joined UC in 1991 as an associate professor of philosophy and taught several courses including contemporary philosophy, critical thinking, and professional ethics. Prior to becoming associate provost, Halliday was appointed the assistant vice president for academic affairs. Originally from Great Britain, he earned a bachelor’s degree in philosophy from Stirling University and a doctorate in philosophy from Oxford University. Halliday has authored numerous articles, and has sat on the board for the Institute of Applied Ethics at Utica College and the Faxton-St. Luke’s Hospital Ethics Committee. Most recently, Halliday has been accepted to the senior leadership academy of the Council of Independent Colleges and the American Academic Leadership Institute.
