Utica, NY (05/05/2008)
- The Economic Crime Institute (ECI) of Utica College has announced the appointment of two experts in the field to the institute’s advisory board:

- John R. LoGalbo, assistant general counsel of AOL LLC; and
- David W. Miller, senior audit manager in the internal audit department of JCPenney Co. Inc.

LoGalbo and Miller bring extensive experience in economic crime investigations and prosecutions to the ECI advisory board, which is responsible for advising Utica College on its cutting-edge identity theft, information protection and cybersecurity programs, as well as bringing current and emerging issues of international interest to the forefront through its annual conference.

LoGalbo manages the compliance staff of AOL’s legal department, the group responsible for handling the disclosure of records and communications of AOL members under the Electronic Communications Privacy Act (ECPA). He is a frequent speaker to law enforcement audiences on the legal responsibilities of Internet service providers to safeguard subscriber privacy while protecting network resources against criminal exploitation.

Prior to joining AOL, LoGalbo served as senior counsel in the computer crime and intellectual property section of the U.S. Department of Justice (DOJ) in Washington, D.C., advising prosecutors and law enforcement agencies on the laws governing electronic evidence gathering. As a DOJ attorney assigned to the Committee on Foreign Investment in the United States, he negotiated security guarantees for U.S. communications service providers with significant foreign ownership. In 2005 LoGalbo received the assistant attorney general’s award for advancing national security for his work on the Committee.

Before serving at the DOJ, LoGalbo was vice president of public policy for PSINet Inc., where he managed the company’s government relations and policy development in the areas of privacy, free speech and network abuse, and acted as liaison to law enforcement.

A graduate of Colgate University, LoGalbo earned his juris doctorate from New York University School of Law, where he wrote and edited for the NYU Journal of International Law and Politics.

Miller brings a retail perspective to the ECI board, with 23 years of audit experience, conducting reviews and investigations within the merchandise buying, marketing, product development, merchandise quality and sourcing, procurement, and store operations areas. He is currently responsible for fraud, forensic and procurement audits within JCPenney, and also works very closely with the legal compliance department in administering the company’s ethics hotline.

Miller joined JCPenney in 1977 as a management trainee, and held various positions in store management before joining the internal audit group in 1985. A longtime member of both the Institute of Internal Auditors and the Association of Fraud Examiners, Miller is accredited by both groups as a certified internal auditor and certified fraud examiner. A graduate of Robert Morris College, he earned a bachelor’s degree in business administration, with a major in accounting.

Formed in 1988, the Economic Crime Institute of Utica College has been instrumental in the development of cutting-edge academic programs, as well as the establishment of the Center for Identity Management and Information Protection (CIMIP), a research entity conducting landmark studies on identity theft and related crimes. ECI provides a resource for innovative solutions to corporate, government, and law enforcement entities, as well as a national forum for the exchange of ideas on economic crime and fraud management.

Utica College has pioneered the education of professionals who detect, prosecute and prevent economic crime. Home to both ECI and CIMIP, the college has led the nation in establishing an undergraduate degree in economic crime investigation, and a master’s degree in economic crime management.
