- New York State Senator Raymond Meier (R-47) today announced that Utica College has received $1.675 million in state funding for the Center for Identity Management and Information Protection (CIMIP), phase two of the college’s science and technology project. CIMIP, established this past June, is an unprecedented alliance of leading corporate, government and academic institutions, driving an aggressive research agenda focusing on critical issues in identity management, information sharing and data protection.

“Cybercrime and identity theft has quickly become a leading criminal threat to our nation. We are in grave need of qualified individuals and the accompanying technology to detect and prevent theft, fraud and Internet crime,” Meier said. “The Center for Identity Management and Information Protection coupled with UC’s already established, world renowned Economic Crime Program will make the College a leader in cybersecurity. I am pleased to have partnered with our governor to move the project to the next phase and help our local college become a leader in detection and prevention of high-technology crime,” Meier said.

Todd S. Hutton, president of Utica College, said, “We are grateful for the investment that New York state has made in Utica College. This allows UC to maintain its position as a global leader in the study of cybersecurity, information assurance, fraud management, and other areas of economic crime investigation. Special thanks to Governor Pataki and Senator Meier for their part in securing these funds.”

“CIMIP will expand Utica College’s capacity to develop and disseminate effective educational offerings to meet the needs of law enforcement and corporate entities in studying new cybercrime activities,” Hutton said.

Oneida County Executive Joseph A. Griffo said, “Oneida County is a regional leader in cutting-edge developments in Homeland Security. Through our efforts to protect Rome Lab, the state Homeland Security Center I helped attract to our county and through innovative educational programs such as this one, we are developing ideas and trained professionals who can protect our region, our state and our nation in the field of cybersecurity. I thank Governor Pataki for working with Senator Meier and I to enhance Utica College’s outstanding program so that as we help protect cyberspace, we are also growing a vibrant new regional economy.”

Mayor Timothy J. Julian welcomed the state funding for this vital asset to the city’s progress. “Utica College’s growth under the stewardship of President Todd Hutton has helped to make Utica a force to be reckoned with in higher education. President Hutton’s vision and the implementation of that vision has put Utica on the map as far as educating people on the effects of identity theft, and its impact on the greater society.”

CIMIP’s founding corporate partners are LexisNexis, IBM and TransUnion; government partners include the United States Secret Service and the Federal Bureau of Investigation. Syracuse University’s CASE Center, Carnegie Mellon University Software Engineering Institute’s CERT/CC, and Indiana University’s Center for Applied Cybersecurity Research join UC as academic partners.

Construction on the second phase of the college’s science and technology project is expected to begin in 2007. The first phase, F. Eugene Romano Hall, is currently under construction. It will house classrooms, laboratories and clinical space for the college’s physical and occupational therapy programs, as well as therapeutic recreation and nursing programs. The third phase of the project will include enhanced facilities for education and research in chemistry and biology.

The College, located in central New York, approximately 90 miles west of Albany and 50 miles east of Syracuse, currently enrolls an approximated 2,900 undergraduate and graduate students in 31 undergraduate majors, 24 minors, 13 master’s and two doctoral degree programs.
